The question in the title is the whole painting: two men in a park, watching, and the specific charge that watching carries in queer public space — the uncertainty about whether a glance is what you think it is, the calculation involved in holding someone's gaze. Gavin Dobson has described being gay as spending a lot of time watching: often not knowing if the stranger in the distance is gay let alone interested, and the risky game of trying to find out.
